Kampala, Uganda – In a bid to ensure a free, fair, and transparent election process, the Electoral Commission, led by Justice Simon Mugenyi Byabakama, has issued a set of guidelines for the upcoming general elections.
Strict Campaign Rules
According to the guidelines, all rallies and campaign events must cease by 6 pm today, while mainstream campaigns will continue until midday, no campaign is allowed in 48hours to the polling day. This move aims to prevent any potential disruptions to the voting process and ensure that voters can cast their ballots without undue influence.
Polling Station Layout
The Electoral Commission has also provided detailed instructions on the layout of polling stations. Agents will be required to sit in a manner that allows them to monitor the proceedings at Table 1, where voters will be verified and ballots issued. This is designed to enhance transparency and build trust in the electoral process.
Voting Guidelines
Voters are reminded to bring their National ID cards, even if expired, and their voter allocation slips. Those who don’t have their voter allocation slips and National ID’s will still be allowed to vote if they are registered on the National Voters Register. The Commission has also emphasized that only a tick and a thumbprint will be accepted on the ballot papers, and any other markings will render the vote invalid.
Security Measures
In a bid to maintain law and order, the Commission has banned cars with sound systems from campaign for their candidates. Additionally, bars within 100 meters from the polling stations will not be allowed to sell drinks on polling day. Security personnel will be deployed to ensure the safety of voters and polling officials.
Disabled Voters
The Commission has made special arrangements for voters with disabilities. They will be allowed to choose helpers of their own choice, but helpers will not be permitted to assist more than one voter. This is designed to ensure that all voters can exercise their right to vote without hindrance.
Justice Byabakama’s Appeal
Justice Simon Mugenyi Byabakama, the Chairperson of the Electoral Commission, has appealed to all stakeholders to respect the guidelines and work towards a peaceful and credible election. “We urge all Ugandans to exercise their right to vote and participate in the democratic process. Let us ensure that our elections are free from violence and intimidation,” he said.
The Commission has assured Ugandans that every necessary measure has been put in place to ensure a smooth and transparent election process. With just a few days to go before the polls open, voters are urged to turn out in large numbers and exercise their constitutional right to choose their leaders.
